What star or era started this phenom? I know back in the day if a celebrity was foul and nasty then they were pushed aside, but what celebrity changes that? Who were the first celebrities who did not suffer major setbacks due to a scandal, but gained more popularity?

I’d say it was always this way, we are just exposed to it far more often with modern media. With savvy management of the situation celebrities have always been able to turn bad publicity around.
P T Barnum supposedly coined the phrase “There’s no such thing as bad publicity” as early as the 19th century (later adapted by Brendan Behan to “there’s no such thing as bad publicity, except your obituary”), Oscar Wilde famously said “The only thing worse than being talked about is not being talked about” and you could argue that ‘scandalous’ ladies such as Marie Lloyd and Mae West were the Paris Hiltons of their day.
